I've tried EOS/Scaling Up/other systems. Why is this different?
Those systems are process-first — they install a cadence and tools and assume structure will follow. This is target-first: it diagnoses which layer agility is being misapplied on and locks one quarterly target before adding process. You can install OKRs perfectly and still have a target that shifts every few weeks. We start with "is this quarter's priority actually holding still?" and fix that first.
